Joe Keeney

Joe Keeney is the founder and CEO of 4th Sector Solutions and Charter School Tools. Joe has over 15 years of education industry and consulting experience. From 1997-2005 Joe was with Edison Schools Inc., where he served in various positions including EVP of Development and President of Edison Charter Schools. While at Edison, he built the nation’s largest and highest achieving network of public charter schools, serving approximately 30,000 students in 14 states and DC. Joe’s responsibilities included school operations, client development, finance, and real estate design and construction. Prior to Edison, Joe had been a divisional president and chief operating officer of a Fortune 1000 global manufacturer, and a corporate strategy consultant at LEK Consulting Inc.

Joe has a BA in economics from Columbia College and an MBA with high distinction from Harvard Business School, where he was elected a Baker Scholar and received the Macy Scholarship and the Uhlmann Award. Joe also earned an EdM. in education leadership from Teachers College, Columbia University, and served as a mentor in the Leadership for Educational Entrepreneurship program at Arizona State University. He is the author of “The Supply Side of Student Loans: How Global Capital Markets Fuel the Student Loan Industry” in the American Enterprise Institute’s book, Footing the Tuition Bill: The New Student Loan Sector, and of “Catalyzing Capital Investment: Lessons from Outside Education,” with Daniel Pianko, in the American Enterprise Institute’s recent book, The Future of Educational Entrepreneurship. Joe is also a board member of the New Orleans School Facility Project, a non-profit organization with a mission to promote equitable access to public school buildings for all public school programs in Orleans Parish.

In 2010, Joe was selected by the U.S. Department of Education to serve as a peer reviewer for the $4.35 billion Race to the Top grant competition.

Glenn Turtel

Glenn heads up the financial management and reporting services for 4th Sector Solutions. Prior to joining 4th Sector Solutions, Glenn was the divisional controller for Edison Charter Schools, at the time the nation’s largest education management organization. At Edison Glenn oversaw the financial management of over 50 charter schools across the country, and supervised a team of regional financial managers. His expertise includes school business manager training, multi-campus CMO modeling, revenue maximization, and financial audits. Glenn is also the founder and CEO of Top Honors, a not-for-profit tutoring organization that provides free math tutoring to middle school students in New York City(www.tophonors.org). Glenn graduated from the Wharton School of the University of Pennsylvania and received his CPA certification from Maryland.

Belinda Barron

Human Resources

Belinda Barron leads 4th Sector Solutions’ Human Resources Management Department. She has over twenty years of experience as a human resources management consultant and professional. Prior to joining 4th Sector she held positions as Human Resource Director for a multi-state security company, Human Resources Manager for the SHAW Group, and HRIS Manager for Bank One, where she worked for 16 years. At 4th Sector Solutions, “Miss Belinda” manages recruitment, applicant tracking, on-boarding, benefits administration, and governmental reporting compliance for its clients, which employ well over 100 staff. A Louisiana native, Belinda received her BS in Business Administration at the University of Louisiana at Lafayette and has resided in Baton Rouge throughout her professional career. She is a member of the Louisiana State Association of School Personnel Administrators, SHRM and LINKS, Inc. After more than two decades of working in the private sector, she now enjoys being able to provide her services to an initiative that is working to improve children’s lives and futures.

Melissa Gautreau

Finance

Melissa leads the Financial Management and Reporting Department for 4th Sector Solutions’ Baton Rouge office. She now adds non-profit accounting experience to almost ten years in the private sector. Prior to joining 4th Sector, Melissa was employed as senior accountant for a rapidly growing restaurant chain that expanded from 14 to over 50 stores during her tenure. Her duties called for a wide range of financial reporting and accounting functions, and she brings to 4th Sector clients the comprehensive knowledge and varied abilities gained from that experience. Melissa presently manages monthly financial reporting and analysis, payroll processing, vendor payments, accruals and statutory reporting at both the school and charter management organization (CMO) level. She works closely with the School Operations Managers as well as the client CMO department managers to ensure the financial health and stability of the individual charter schools, CMO system, and other non-profit programs operated by 4th Sector clients. A Baton Rouge native, Melissa earned a BS in Accounting from Southeastern Louisiana University and is working toward CPA certification.

Mercie Moser

Finance

Mercie Moser is the Senior Finance Manager of 4th Sector Solutions. She joined the organization in June 2008 as a start-up project manager and became a School Operations Manager in July 2009. Mercie transitioned to 4th Sector’s finance team in the summer of 2010. She presently manages monthly financial reporting and analysis, payroll processing, vendor payments, accruals and statutory reporting at both the school and charter management organization (CMO) level. She works closely with School Operations Managers as well as the client CMO department managers to ensure the financial health and stability of the individual charter schools, the CMO systems, and other non-profit programs. Prior to joining 4th Sector Solutions, Mercie worked as a staff accountant with a Baton Rouge CPA firm, gaining experience in audits of federal student aid compliance and in income tax. A Louisiana native, Mercie received a BS in Accounting from Louisiana State University and a Masters of Business Administration from the LSU Flores MBA program. She was an active member of the MBA Association and served as the Vice President of Membership of LSU’s chapter of the National Association of Women MBAs.

Wesley Martin

School Operations

Wesley Martin joined 4th Sector Solutions in the summer of 2010 as a School Operations Manager in Baton Rouge. He received his B.S. in Management and Focus Entrepreneurship in 2008, and served as President of the Kappa Sigma fraternity. Wes received his Masters of Business Administration in 2010, from Louisiana State University. Prior to joining the 4th Sector team, Wes worked in the oil and gas industry as a land man and consultant.

Letrez Myer

School Operations

Letrez joined 4th Sector Solutions in 2010 as a School Operations Manager in Pointe Coupee. Prior to this, she served as Louisiana State University’s GEAR UP program coordinator, managing program planning and execution, communications, budget and publicity for the multi-million dollar US Department of Education grant. She has also worked as Partners in Education Coordinator for the East Baton Rouge Parish Volunteers in Public Schools (VIPS), establishing and maintaining relationships between EBR’s public schools and local businesses, faith groups and social/civic organizations. A member of many local and national civic organizations, Letrez received her B.A. at Louisiana State University in Mass Communications/Public Relations and her M.A. in Media Studies from Penn State.

Meghan Turner

School Operations

Meghan Turner joined 4th Sector Solutions in November 2009 as a School Operations Manager in Baton Rouge.  She was project lead for the NBC production of School Pride in 2010, which brought over $1 million of in-kind contributions to her school.  Meghan presently serves as the Director of Operations for a network of five charter schools and leads 4th Sector’s foodservice administration services for a consortium of Baton Rouge charter schools.  A Shreveport native and graduate of Louisiana State University with a B.A. in Economics, Meghan received her Master of Business Administration from the University of Kentucky where she served as MBA Class President. She also completed training to become an SAC Certified Six Sigma Green Belt.

Tess Bradford

Operations

Tess joined 4th Sector Solutions as a project manager in June 2008 and was part of its initial charter school start-up team. Tess organized and executed student and teacher recruitment campaigns, and wrote the student handbook and other school policies. Tess presently manages the school operations support team and all district-level operations. In addition, she is part of a team working to develop online and operational resources. Tess is also the organization coordinator for the Louisiana Department of Education’s Electronic Grant Management System and Student Information Systems. A Shreveport native, Tess received her BS in marketing from Louisiana State University and her Masters of Business Administration at the LSU Flores MBA program. She served in the capacity of Secretary of the MBA Association and is a co-founder of LSU’s National Association of Women MBAs.
