Founder and CEO

Joe Keeney is the founder and CEO of 4th Sector Solutions. He has 30 years of experience serving the national charter school and non-profit communities. From 1997-2005, Joe was with Edison Learning, where he served as President of Edison Charter Schools. While at Edison, he helped build the nation’s largest and highest achieving network of public charter schools at the time, serving approximately 30,000 students in 14 states and DC. His responsibilities included client and new school development, school finance and operations, and real estate design and construction. Prior to Edison, Joe was a divisional president and chief operating officer of a Fortune 1000 global manufacturer (including five years in Hong Kong), and a corporate strategy consultant at LEK Consulting Inc. in London and Boston. Joe has a BA in economics from Columbia College and an MBA with high distinction from Harvard Business School, where he was elected a Baker Scholar (top 5% of class) and received the Macy Scholarship and the Uhlmann Award. He also earned an EdM in education leadership from Teachers College, Columbia University, and served as a mentor in the Leadership for Educational Entrepreneurship program at Arizona State University. Joe is the author of several articles and book chapters for American Enterprise Institute publications, as well as several articles on facility financing and building a high performing back office. In 2010, he was selected by the U.S. Department of Education to serve as a peer reviewer in the $4.35 billion Race to the Top grant competition. Joe serves on the board of 22Beacon, a Community Development Financial Institution. Joe has played rugby for Columbia, Harvard, the Charles River Rats and the Kowloon RFC, and he is an Ironman triathlete.

Melissa leads 4th Sector’s accounting and finance practice as Chief Financial Officer. She joined 4th Sector in 2008 and is highly respected across the country as a subject matter expert in charter school and non-profit accounting and finance. Melissa’s range of activities includes finance and accounting, reporting systems and procedures, and facilities financing for independent charter schools, charter management organizations, and non-profit organizations. She works closely with school and CMO leadership, as well as site-based operations leaders to ensure the financial health, control, and stability of the charter schools and other non-profit programs supported by 4th Sector. Melissa was previously a senior accountant for a rapidly growing restaurant chain that expanded from 14 to over 50 stores during her tenure. Melissa holds a BS in Accounting from Southeastern Louisiana University.

Joe joined 4th Sector as Chief Operating Officer in 2018, and has over 25 years of educational management experience in New York and New Orleans. He started his charter school career as one of the original New York State charter school business managers, and later served as a Director of Operations for a national charter school network.  From 2012-2018 he served as Chief Operating Officer of FirstLine Schools, which operates five charter schools in New Orleans. Joe has extensive charter school financial and operating expertise, and also organized the Charter School CFO Roundtable in New Orleans.  He graduated from Siena College with a B.S. in Finance.

Bob joined 4th Sector as a VP of Finance in 2016, and leads 4th Sector’s New York finance practice. Bob previously served as Director of Finance for the Algiers Charter School Association, managing budgets and grants for New Orleans’s oldest and largest charter management organization. He also served as the Director of Procurement and Finance for the Recovery School District (RSD), a special statewide school district administered by the Louisiana Department of Education. Bob also serves as CFO of School Food Solutions L3C, a 4th Sector affiliate. A New York native, Bob received his B.S. from Boston College in Business Management.

Brandy Whitfield is the Vice President of Human Resources at 4th Sector Solutions. Prior to joining 4th Sector in early 2014, Brandy worked with the Recovery School District of Louisiana (RSD), where she managed on-boarding, off-boarding, training and development, payroll, benefits, and certifications. In her current role at 4th Sector Solutions, Brandy leads a team that provides similar services to charter schools nationally. She works closely with school staff to ensure all staff are equipped with the tools needed outside of the classroom to perform inside of the classroom. A native of Baton Rouge, Brandy attended Northwestern State University where she received a BS in Biology, and she has an MBA with a concentration in Human Resource Management.

Kenneth Campbell is a seasoned education and nonprofit leader with a proven track record of driving growth, innovation, and positive impact. As Vice President of Growth and Strategy at 4th Sector Solutions, he leads efforts to expand the company’s influence in the charter school sector while advancing its internal culture through core values, leadership development, and high-performance team building. His strategic vision and operational expertise have helped develop and implement innovative solutions to address educational challenges in urban communities across the country. A longtime champion of educational equity since his early work in Washington, DC in the 1990s, Campbell has held executive roles at the Black Alliance for Educational Options, IDEA Public Schools, New Schools for Baton Rouge, and the Louisiana Department of Education, where he played a pivotal role in the post-Katrina revitalization of New Orleans’s education system.

Kevin joined 4th Sector in 2015 and leads the company’s Southern Louisiana finance practice. He graduated from the University of Louisiana at Lafayette in 1996 with a Bachelor of Science majoring in economics. Kevin later completed his studies in Accounting at the University of New Orleans to become licensed as a Certified Public Accountant. He is a member of the American Institute of Certified Public Accountants, the Society of Louisiana Certified Public Accountants, as well as a certified QuickBooks ProAdvisor. He brings over eight years of public accounting experience to 4th Sector with a background in financial accounting, tax accounting and payroll services.

Travis Markey is the Vice President of Finance Strategy & Innovation at 4th Sector Solutions, where he partners with mission-driven organizations to build high-performing financial and operational systems that enable sustainable growth. He is known for combining deep financial expertise with strategic insight to help organizations scale effectively while maintaining strong fiscal discipline. In his role, Travis leads initiatives to strengthen finance functions, improve budgeting and forecasting processes, and design scalable systems to support growing organizations. He works closely with charter schools, nonprofits, and multi-entity organizations to enhance financial visibility, streamline operations, and position leadership teams to make data-driven decisions. His work helps clients navigate complex environments while building the infrastructure needed for long-term success.

Prior to joining 4th Sector Solutions, Travis served as Chief Growth and Finance Officer at a nonprofit organization supporting charter school growth and quality. He previously held senior finance leadership roles across multi-state charter school networks, overseeing financial operations, budgeting, and strategic planning across diverse regions and teams. Throughout his career, he has led efforts to strengthen financial systems, improve organizational performance, and expand high-quality educational opportunities. Travis specializes in financial strategy, organizational scaling, and system design, focusing on helping mission-driven organizations operate with clarity, discipline, and impact. He is a Certified Public Accountant (CPA) and a Certified Corporate FP&A Professional (FPAC), based in Baton Rouge, Louisiana.

Kyle is a Vice President of Finance serving our New York City clients. Kyle joined 4th Sector in Louisiana in 2015, serving schools in Baton Rouge and New Orleans as an Accounting Manager while also serving as the Grants Manager, prior to relocating to New York to help lead 4th Sector’s expansion. In his time with the organization, Kyle has managed dozens of financial audits and annual budgets, implemented new systems to streamline the workflow of our clients, and has contributed significantly to our growing client base in the Northeast. Kyle earned his B.S. in Finance from Louisiana State University.

Shahz Rasheed is a Vice President of Finance for 4th Sector Solutions in New York. Megan serves as 4th Sector’s Controller.  In this capacity, she ensures best practices in accounting across all of 4SS’s clients and provides quality control.  Megan graduated from Southeastern Louisiana University with a Bachelor of Science degree in Accounting and a minor in Management and became a Certified Public Accountant in 2013. She is currently a member of the American Institute of Certified Public Accountants, Louisiana Society of CPAs, and a former member of Junior Auxiliary of Slidell. Megan has over 18 years of various public accounting, industry accounting, and experience with an acquisition/merger of a publicly traded company.

Jennifer has built a career and reputation assisting school leaders with business operational tasks. She joined the 4th Sector Solutions team in April 2014 as an Operations Manager, where she managed the start-up planning and executions of Baton Rouge University Preparatory Elementary. Previously she served as the State of Louisiana Recovery School District Director of Operations, overseeing ten schools that were direct-run through the RSD within East Baton Rouge, Pointe Coupee, St. Helena and Caddo Parish. Her responsibilities include managing the schools start-up process, vendor management, contracts, data/state reporting, recruitment, and technology.

Isaac serves as 4th Sector’s Director of Financial Technology, leading the firm’s development and deployment of software solutions for client operations. Prior to joining the firm in early 2026, Isaac was a consultant with Baker Tilly US where he specialized in helping other organizations strengthen and scale their financial operations. As a certified Sage Intacct Implementation Consultant, he has led dozens of ERP implementation projects for a wide range of clients. Isaac’s approach to process and system transformation focuses on efficiency and compliance, influenced by time spent as an accountant for both non-profit and commercial organizations early in his career.

Monica Jackson, a native of Cleveland Ohio, has resided in the Greater New Orleans area for the last 25 years. Ms. Jackson has worked in senior positions in the areas of operations management, human resources, finance, real estate, and compliance, across an array of industries such as hospitality, rental cars, hospitals, and 16 years in public education. Her educational experience includes working for some of the top charter school management organizations in the country. Ms. Jackson’s 25+ years of experience in executive management has enabled her to become a well-respected leader in her industry with her greatest accomplishments stemming from her collaborative management style and her ability to lead large groups with organizational challenges by implementing positive changes. Ms. Jackson holds a Bachelor of Science degree in Business Administration and an MBA, and she is pursuing a doctorate degree in Business Psychology.

Xiao Zhang is an Accounting Manager with 4th Sector Solutions. She graduated from Dongbei University of Finance and Economics in China with a BS in Accounting. She went on to obtain her Master degree in Finance at Tulane University. Since joining the team in 2017, Xiao has led many projects such as grants, state financial reporting, budgeting, and forecasting for multiple organizations. Prior to working at EDF, he spent over six years working as an auditor for two accounting firms in San Francisco and New York. He led audit engagements for small to mid-sized privately held companies in the following industries: software, technology, manufacturing, advertising, and not-for-profit. He earned two Bachelor of sciences in Accounting and Applied Information Management Systems (AIMS) from Loyola Marymount University (LMU) in Los Angeles and is a Certified Public Accountant (CPA) in California.

Her work includes managing month-end closes, preparing financial statements, supporting year-end audits, and leading budgeting, forecasting, and financial modeling to help organizations understand performance and plan for the future. When Andrea isn’t collaborating with cross-functional teams on financial strategy, she can be found on stage as a professional singer/songwriter and backup vocalist, performing throughout NYC and beyond.

Arianne joined 4th Sector Solutions in 2023 as a Senior Staff Accountant and was promoted to Finance Manager in 2026. She has a BA in Theater from Hofstra University and a Master’s in Business Administration from Auburn University. She manages the month end close process for several clients, completing accurate and timely bank reconciliations, reviewing general ledger coding for accuracy, managing fixed asset recording, compiling journal entries for prepaid and accrued expenses and payroll, producing financial statement reports, and coordinating the independent finacial audits.

Tess Bradford is the Chief Executive Officer of School Food Solutions L3C (a 4th Sector affiliate), which provides National School Lunch Program consulting support to schools across the country. She has over fifteen years of Louisiana charter school experience. She was previously the Chief Operating Officer of the Algiers Charter Schools Association, the oldest and largest Charter Management Organization in New Orleans. At Algiers Charter School Association, Tess directly managed a team of 15 Directors in finance, operations, HR and talent management, student data, technology, exceptional student services and compliance for the organization. Prior to Algiers, she was Executive Director of the Recovery School District of Louisiana, where she oversaw the restructuring of the RSD’s shared services for Charter Schools in New Orleans, and went on to manage day-to-day operations for the ten direct run campuses across four Louisiana parishes.
